nuke safety clarification

I have read many nuke posts which have allieviated most of my fears regarding possible meltdowns. However, unexpected problems do arise and we all have certainly been suprised by the magnitude of y2k.

2 qestions:

1) Assuming a meltdown did occurr in the U.S. as a result of y2k, what would be it's most likely cause? What kind of nuke news would you look for that might indicate that this would be an increased possibility? Are the experts taking into account potential massive external failures such as parts suppliers, diesel supply, retaining employees in a chaotic situation, etc.?

2) I have read several posts saying that we don't need to worry about fuel rod cooling after a shutdown, even if the generators fail, because there are non electrical back ups. If this is not correct, what is the absolute latest date that the NRC could safely shut down a plant to allow for sufficient cooling and does this take into account the external factors listed above?
