I've had a chance to read both the President's Quarterly Report and the NERC report and I am struck by the general use of the phrase "Y2k ready" and the almost complete absence of the phrase "y2k compliant". I was completely astonded by the first paragraph in the Electric Power section of the president's report which reads:

"......industry representatives believe that, with properly coordinated contingency planning and accelerated preparations, electric power supply and delivery systems will be able to operate reliably into the Year 2000."

There is no talk in the NERC report - that I could see - that the rosy picture they painted is dependant upon "coordinated contingency planning". Really makes you wonder who to believe and how much to read into these "official" reports.

Gail, regardless of whether NERC says they are "dependent" on a coordinated plan as part of their optimism, they are most certainly developing those plans. The "NERC Y2K Coordination Plan" is written about beginning on page 48 of their recent report. It mentions the industry drills scheduled for April and September of this year, and "plans to configure electric systems in a precautionary posture". The "precautionary posture" includes ensuring all available transmission facilities are in service, starting additional generators, and "operating the electric system with reduced electrical transfers".

In short, NERC also admits they can't be sure of what will happen.
