I took two years of Spanish in high school, and one semester of it in college. I don't know enough Spanish to translate it, but I can tell it's about the transcript of the video conference that Koskinen's assistant had with representitives of the Italian government in December.

I see words in the Spanish above about food, hunger, panic and "survival plans". Did you get to see the transcript in English? I'd be happy to dig up the link if you need it.

And, I may be wrong, but I think it's also saying something about estimating deaths due to famine of from 10 to 300 million.

Sorry this took so long. I ran this by a friend of mine who is a linguist. He says it is very bad Spanish, perhaps explained by the signature, which is in Romanian - cainii latra = barking dog. Here he is:
