NRC Audit Report of Davis-Besse in Northwest Ohio

The NRC Audit Report of the Davis-Besse nuclear plant appears to be a very complete and very technical report on the Y2K readiness of an older, analog device controlled nuclear power plant.

Perhaps Rick Cowles would be so kind to review it and explain to us non-technical types if Davis-Besse is indeed on track to survive a Y2K-related shutdown. Will D-B be able to provide electric power to the people of Northwest Ohio on and after the NRC mandated Y2K completion date of July 1, 1999?

Answers

Just one quick question. They say they will be finished with assessment on April 20, 1999. When assessment is finished you have completed approximately 6% of your total project. Then they go on to say they will be finished and be Y2k ready by July 1, 1999 (the NRC's deadline). How can they get 94% of the project done in 2 months? This project was approved in 1995 and probably begun in 1996. It has taken this long to get the assessement done? But they will finish 2 months after it is? We have a problem here.

Where does it say they will be ready by July 1 1999?

In the Executive Summary, item #5, it says: "5. The audit team was informed that Davis-Besse will not be Y2K ready by July 1, 1999 due to the activities related to the Security Data Management System, which is currently scheduled for completion on July 30, 1999. However, time is available to achieve readiness of this system and alternative access control measures will be provided should the system not be ready to support plant operation on January 1, 2000."
