NRC Capabilities

Rick:

In chapter III of your book you describe the mountains of documentation that the nuclear operators must produce by July 1999 to certify that they are Y2K compliant.

My question is what is the NRC's capability to review and rule on all of this paper for 107 operating plants in the 6 months that they will have left? Will they take the easy way out and order shut downs? Will they have the guts to actually agree that a plant is certified? Will the President suspend the rules?

Any opinions on these issues?

I'm preparing a report right now that will address most of these questions. In order, the answers look like:

1. (review capabilities) Limited. 2. (easy way out) In some cases, yes, but it wouldn't be the easy way out. 3. (guts) I hope so, if the evidence so justifies. 4. (presidential dabbling) I doubt it 5. (opinions) Of course!

I'll post excerpts from the report when completed.
