Is there a published record of perks provided to faculty or administrators which includes housing allowances and other arrangements which may have been structured as recruiting devices? It seems logical and ethical to consider whole packages rather than just salary.

Good question. To assist with meaningful comparisons, a published record of standard course-load expectations, and allocated course-release time (by division), might be a useful piece of the puzzle. And does Truman have a (published) FTE policy?
