Does anybody have a position description for a bona fide records manager (GS-13)?

Margit: I have a PD written specifically for a records manager; however, my position only goes up to GS-12. The series I'm in is 343 (management analyst). There is no job series specifically for an RM. There was siginificant discussion as to which job series the position should be under. Our personnel office agreed with the 343 series. I also checked with the DoN records management officer approx. 10 months ago, and her series was also 343. If you'd like a copy of my PD, let me know. I think I have an electronic copy. V/R Diane

Although I am a GS 13, I also fall under the 343 series. For some reason I thought there would a legitimate records management PD out there somewhere. If not, I wonder why not.

Margit: I think you'll find that most records managers will be in the 343 series. I've only seen 1 or 2 RM positions in the 341 series (Administrative Officer), but the position also included other program responsibilites, such as personnel, budget/finance and "information" (i.e., FOIA) management. I suppose that OPM did not see the need to create a separate series for records management. In my research several months ago, I looked at several possible job series and 343 was the only one that was appropriate. Check with your local records center, they work with RM's all the time. Mine told me that just about everyone they worked with was in the 343 series; some were clerical type (303, 318). Your local FRC may have run across someone with a different series. Also, a year or so ago NARA published some boiler-plate information that was designed to be used in records management job description development. I have that also if you want. I have already provided this information to Dean.

Supplemently information. In 1993 I participated on the Army Records Management Business Process Review ("As Is" Phase). One of the issues to emerge from our group was a recommendation that OPM establish a "Records Management" series instead of using the 343 series. There were several reasons for this. A primary one was to establish records management as a "legitimate" function. Our group noted that several different job series were being used. As an 080, I was really unique. The reason given to us for this idea being a "non-starter" was there were just too few of us to make developing a job series by OPM worth while. Whether this is a legitimate reason, I cannot say. But the reasons for having it are still valid. Records management is too often a step-child activity; frequently given little attention and less resources. ----until something goes wrong!

With the coming of age of electronic recordkeeping issues, might this be revisited?

Maybe we should breathe new life into that "non-starter". I think we all agree that records management is not a fad, but will grow in importance as it begins to dawn on folks that lots of information is being lost. All that fancy software out there is unusable until a records manager gets involved. And that is not a part-time job. May- be OPM needs to rethink their stand. After all, lots of things have happened since 1993.
