Team leader in a union environment? : LUSENET : work teams : One Thread

Does anyone know what the normal line of procedure is for picking a team leader in a union environment???? Is it seniority? the person with the most education and qualifications? Or can he/she be picked primarily for their personality? I ask this because in our work place the team leaders (which are union members) were not chosen because of seniority or education but because the "manager" thinks that they have the personalities for the job. A lot of the union members think this is unfair and illegal under the Canadian Charter Of Human Rights And freedoms. Any information on this subject would be greatly appreciated!!!!!
