I'm new to making prints: is a camel hair brush useful, or will an antistatic brush do everything the camel hair will do? Also, what's the best brand of film cleaner? Thanks

Certainly a brush is essential for getting dust off the negative. I don't think it matters if it's camel hait, provided it is soft. Probably anti-static is a good idea.

If your negatives need cleaning, the first try would be to rinse in plain water, possibly with a little wetting agent. If that doesn't do the trick, you could try a 50% alcohol solution.
