Who tests compliant systems with attacks from delinquent systems? Who is doing that now? What corporations, institutions, power companies? Not testing internally for glitches in their fixes, but assaulting systems with corrupt data in order to know that the fix will withstand the variety of attacks in 2000? What measures have been taken to quarantine two-digit data calculating packets from getting out of unfixed legacy systems? What vaccinations exist to stop such packets if they get out? And what bridges have been built at third party sites so that unfixed systems can transfer data to WIN98 and WIN NT with nothing getting tainted? Nothing else is a higher priority than protecting the Middle Ground.
