I don't see that driving slower is quieter. Safer perhaps, but quieter, probably not. It just extends the same noise over a longer period of time.

The donut drivers make me nuts. That seems very unsafe and crazy. If the city put in dead policemen (speed bumps) at diagonals across the favorite donuters intersections they would be unable to do that anymore. The little cement thing in the middle does not seem to stop the donut action, although perhaps it lessens it.
