Notice their "implied" deadline in the article/advertisment of Jan 01, 1999 "in order to correct problem." Also: "client modifications may affect ..."

So they are advertising, but covering their legal windbags too. Tells you how long they (the supplier of the chips) feels will be required to fix the problem. Once it is discovered.

So what happens to companies/utilities who discover their embedded problem after Jan 01, 1999? Do the embedded bugs bite?
