Go to one of the following sites and click download, choose the version for Windows NT (i.e ICQ for Windows 95/NT4). Follow the instruction for downloading and installation.

NOTE: You can choose between a light version (without MFC DLLs or with MFC DLLs), choose the one with DLLs (i.e I belive it is called "Download General Version for Win95/NT4").
