Can Current Inventory Support Manual Operation?

I have a question for those in the electrical power generation industry, and their suppliers:

Some have advocated the installation of "manual overrides" in power plants as a y2k contingency. If you were to assume that such overrides included hand-operated valves, analog display gauges, and similar "obselete" devices, is there enough in storage now to do the job?

Assume that there is sufficient time and personnel to do the job.
