What steps should I take now in order to plan for a disaster, such as Y2K, should it be of such magnitude that it is called a "disaster?" In other words, do I need to know how to shut off power, water, ect. myself - for safety reasons? What precautions do you suggest I take concerning alternate energy options?

Paula -You need to know how to shut off power, water, gas, etc. irrespective of Y2k issues; you should have someone show you how to do this.
As far as personal Y2k preparations, there are quite a few resources for this type of information. The book, "Electric Utilities and Y2k" has some high level personal preparedness recommendations, and a table that compares various models and sizes of portable generators. Jim Lord's website, www.survivey2k.com, has personal preparedness tips and Jim also publishes a periodic newsletter. Also check the links page on euy2k.com - there's some other resources listed there.
