Guidelines for Public Art Program

Chatham County, North Carolina is looking to begin a public art program that will take advantage of the talented art community settled within the county. We have a wide range of artists, from potters to graphic artists. We would like to display art from local artists in and around government buildings. Does anyone have information on beginning a program such as this, copies of guidelines for donations of artwork, or local ordinances governing "percent for art" programs? Any help would be greatly appreciated.
