The site at:

has a comprehensive list of current cardinals, and they are working on all of their biographies.

The Catholic Almanac, published annually by Our Sunday Visitor, has lists of current cardinals with biographies.

For past cardinals, I would recommend that you try to find old copies of the Catholic Almanac. For pictures, I have no clue. Perhaps write to the [arch]diocese to which they belonged, if they were [arch]diocesan bishops, or write to the Roman Curia directly if they were Vatican officials.
