Info in public domain?

Hi, all. Shouldn't responses to NRC's status requests be in the public domain? Does this statement mean that the public has no right to see responses? How can we find out what the responses are? Does one have the right to request under the Freedom of Information Act? TIA.

"The NRC may not conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a currently valid OMB control number. "
