Manual Overrides? Part II

If the government supplied labor (such as the military) to manually run steam plants (assuming this was possible - suggested in another answer), would embedded chips in the distribution system prevent the power reaching the consumer?

Is there any way to manually override chips in regulators, etc.? If the government made this a national emergency, 6 months prior to 01/01/00, could it be accomplished?

I don't think a bunch of 18 year olds are going to even begin to hit the ground running when it comes to the skill set required to manually operate a Power Plant! I asked a friend who has worked on the control systems for over 20 years and he had a good laugh. Besides the troops will be on a siderail some where just like happened during the Railroad merger when UP and SP tried to integrate their computer systems. A troop car full of soldiers was left on a siding due to a computer glitch...
