I am attempting to identify the utilities that appear to be least prepared for Y2K and will suffer the most debilitating effects. Any ideas on who the top 10 (preferably in order) might be would be appreciated.

I don't think you'll get that information, David. If it's from last week's Senate hearing, that was given with the understanding of anonymity. Beyond that, most orgs. are not giving specific information and that which is available may not be complete. An organization may be well ahead on software systems but lagging on embedded systems or vice versa.

You will not be able to get reliable information at this point no matter who you are. Govornment is not publishing anything critical, most industry leaders are being instructed to shut up so that their companies do not start losing money and many industry leaders simply do not know what to expect. Watch the CEO shakeup at major utility plants and fortune 1000, 500, 100 companies. You can draw your own conclusions based on who resigns from where.
