Could it be possible that the satellite pagers problem could actually be a Y2K problem?

No, its a symptom of what will happen.

lose 1 program => lose 1 computer => lose 1 satellite => lose 3/4 of the country's pagers, and millions of ATM's.

Multiply this by 100,000,000 programs x 10,000,000 computers x 1000 satellites ....
