How would the Y2K problem be solved

I would appreciate someone providing a possible scenario and time-table which would lead to the successful resolution to the Y2K problem. Starting from January '98, please give me a schedule ending December 1999 (four digit date-field -- walla, problem solved) which leads to a successful software and (2-field date) data base conversion as well as the required replacement of Y2K sensitive embedded chips. Such a schedule would be useful because it would provide a "baseline" from which actual progress could be compared. Oh yes, please don't forget embedded chip replacements needed in satellites, ocean-floor communications and other inhospitable places.

Don't forget the simple stuff - security systems, HVAC, timekeeping systems, etc. If you can't get in the building (or if it's 40 degrees inside)... Everything from desktop P.C.s to the Btrieve database in Novell which runs your LAN - it'll all squat. How about your vendors? Coal suppliers? There's no recipie without an accurate inventory. THAT'S THE FIRST STEP.

PLCs are the most insidious. Get someone who really understands them, and get them with your electricians. Software is the most obvious.
