Terms of counter offer not met

My current employer 'A' did not offer medical benefits, which I needed, so I found another job,'B' that did offer medical benefits. When I gave employer A my notice, they made me a counter offer to stay. the counter offer included medical benefits, to be effective on the first of the following month. It is now seven weeks into my new agreement, and I have no medical benefits yet, and no written agreement, only the emails we sent back and forth. I have asked for both again, and they are 'working on it'. Do I have any rights here? Can I make them pay for a doctor appointment? Thank you.
