Always milk first, because the milk instantly mixs for a proper proportion (whether to add tea or not, rather than always returning to the milk trough) and allowing a better textured whether due to even temperature or "shock". Under tea party conditions it becomes far more graceful to allow the guests the milk caddy rather than the heavy fancy pot, therefore milk becomes second. Ardent rules in tea regards will become ill-mannered.

Best tea wishes.

Tea first, because one can then exactly moderate how much milk they want. If too much milk is added first and then tea poured in, you must start again.
