Please Can somebody tell me 'How can I convert VCR Movie to VCD Movie? What is the Software Required or Hardware Required? Is there any Freeware software for it? What is the URL of the Site?

Go to http://www.vcdhelp.com. You are going to have to buy some hardware at a minimum. If you had bothered to do a web search on VCD, you probably could have found the answers to your questions.
