Groundwater and droughts

If the groundwater is very low, and there isn't much rain it can be considered a drought. So if there is a great length in groundwater, but it hasn't had much percipitation in about 2 or 3 months, and there is still alot of groundwater left. Is it still considered a drought because there isn't much percipitation, or it isn't because there is still alot of groundwater left below the surface?
