I've read on dvdripguides.com and it recommends 23.976 over 29.97. Is there a significant difference in VCD quality between these two? I do want the best picture quality possible.

23.976 is the frame rate that used to record on the film you see in a cinema theather. If you want to make a NTSC VCD, you should use the frame rate 29.97.
