How and what generated sister cities? Why in the world would anyone want to have a sister city? Who thought about the first twinning of a city to take place?

Dwight D. Eisenhower, for one. During his presidency, he supported the formation of Sister Cities International, one of the stated reasons was to make future wars unthinkable, and to promote understanding of foriegn cultures. It is easy to demonize a faceless "them", but a different matter entirely when they are friends. Schools can have student exchange programs, and other citizen to citizen exchanges.
