pixel blocks and poor picture

I have been converting files to VCD's and some come out with a good pictire and some have a blocky and pixels flicker. I am rather new to this so I hope that this is not a totaly stupid guestion. Thanks for any and all help. Daniel

Well, you don't say anything about what you are doing, so it's hard to provide help. No offense, but this is kind of like dropping your car off to be worked on and simply saying "I've got a problem - fix it!" and driving off without telling anyone exactly what your problem is. Without knowing what software/hardware you have and what you are doing, you can only get vague suggestions. Your end result is only as good as your video source. You'll get better results if you're encoding a DVD to VCD than a video tape, for example. If you're encoding with TMPGenc, some options may help. Using "Soften Block Noise" (the default values for it are OK) under Quantize Matrix under Settings may help a little. Using the maximum values possible for "Noise Reduction" under Advanced under Settings may help too, if you don't mind your encodes taking 3-5 days to finish - no joke. Of course, for all we know, you might be using a different encoder, recording with a video capture card, etc. and TMPGenc suggestions are of no use to you.
