Managing Multiple Projects and People

OK, I'll see if anyone responds to this question. Background: I am an IT Manager. I have a staff of 14. My Job is helping the company get data from our ERP systems, and intranet. I'd like to know some theories on how to handle juggling the prioirities of different groups in my company. For example right now I have over 60 projects that are a High Priority. I have them prioritized, but each group wants to make theirs a Priority 1. How do I decide between groups? The CEO and upper mgt don't want to make this decision.

Basically my question is how do I gather these 60 projects into a format where I can prioritize them and then manage the projects so that they can be completed successfully.
