skinnier legs?

I have been a long distance runner (45 miles a week)for the last three years.I've just switched to swimming(freestyle)laps.I switched to make my legs skinnier(they build easily)and have resulted to swimming using just my arms.Are there any other tools (aside from the foam cylinders)or exercises that might help?
