Train Station Access

My local train station (Queen's Park, Glasgow) has a wheelchair access ramp leading into the ticket office. However, there is absolutely no means of getting to this ramp, or indeed the whole platform, without first having to negotiate a large staircase (one at each end of the platform) of about 30 steps. Is this legal? Can the station owners (Railtrack, I presume) be forced to build a ramp.
