I am looking for a Learning Managment System for our organization. We're government so we are very limited in funds. I have also already seen the product demos for several LMS products, some appreared very good, some seemed new to the field. I have drafted a Statement of Work but would like to know if anyone has a good checklist they have used to evaluate LMS products.

I would also like to let you know we're releasing the first version of our course management tool, NetCLS which is FREE and built using all open source tools and has a GPL license attached. You can get more information about the tool at http://www.distance-educator.com/netcls. We're also going to be setting up a demo site and download area in the next few days.
