How should a Project Team for InfoDev Planning Grant be composed?

This is the proposed division of labor for planning grants implementation:

Project Manager (PM) is responsible for overall quality control, efficient and effective division of labor within the Project Team, high-level partnership building and negotiations and liaison with the Advisory Committee and the Steering Board as well as the Global team. PM invites local partners to join the Working Group, organizes and chairs Working Group meetings. Facilitates signing of the MoUs and other partnership agreements. Negotiates with key partner organizations (potential founders) conditions for establishing the Country Gateway Organization (CGO) and facilitates its establishment before the end of the Preparation Phase.

Strategy Coordinator (SC, which can also act as a Deputy Team Leader) is responsible for developing the ideology/strategy of the Country Gateway project/program, preparing a standard set of project documents, including fundraising, governance and legal documents. SC builds and facilitates Strategy Team within the Working Group, facilitates contracting of the individual part-time members of the Strategy team and approves payments against specific deliverables. SC acts as a Peer Reviewer for the Business Plan and e-readiness assessment.

Content Coordinator (CC) is responsible for mobilizing and publishing content through the Global Gateway system, organizing necessary translations, establishing content partnerships (together with Partnerships Coordinator), building pilot online communities, liaison with the Global Content Team. CC builds and facilitates Content Team within the Working Group, facilitates contracting of the individual part-time members of the Content team (Editor and 4 Community Guides - Govt, Private Sector, Civil Society and Intl Community) and approves payments against specific deliverables. CC acts as a Country Guide for the Global Gateway.

Business Plan Coordinator (BPC) is responsible for preparation of a fundable business plan for Country Gateway Organization and identifying commercial sources of funding. BPC builds and facilitates Business Plan Team within the Working Group, facilitates contracting of the individual part-time members of the BP team and approves payments against specific deliverables.

Partnerships Coordinator (PC) is responsible for preparation of a broad-based partnership framework for Country Gateway Organization and securing non-commercial sources of funding. PC helps to build and facilitate the Working Group, prepares partnership agreements with content, funding, marketing, technology and business development partners; prepares the ground for establishing the CGO. PC helps build online communities, organizes and facilitates training workshops, presentations, and conducts PR activities. PC support the Content Coordinator in identifying and publishing quality content into the country segment of the Global Gateway system.

Technology Coordinator (TC - optional/part-time) is responsible for development of technical specifications of project documents, developing specifications for particular platforms needed for Country Gateway and liaison with the Global Technology Team.

The following is based on an established business process in a number of pilot countries.

The task team leaders/coordinators are responsible for managing the budget allocated to their task, contracting individual members of the Working Group/Functional Task Force and quality control of deliverables from the members of their team.
