I would like to purchase Acrobat writer software from someone who has no further use for it. Are their proprietary issues involved that prevent me from saving some money and yet securing a fully operational software program?

How does one make contact with someone willing to sell such software?

I don't have Acrobat writer softwer (yet, but I will soon), but I can offer you almost any other softwer, for extremly good prices. They are all something like "second hand software". If you are interested please reply at my e-mail adresse.
