Eine ernste Diskussion |ber die Ursachen der Hausse wird nicht gef|hrt - Die Revolution in der US-Wirtschaft hat nicht stattgefunden

Im Lichte der Daten, an denen die wirtschaftliche Entwicklung eines Landes heute hauptsdchlich gemessen wird, liegt die amerikanische Wirtschaft seit mindestens vier Jahren unter strahlendem Sonnenschein. Das reale Sozialprodukt erhvhte sich in dieser Zeit im jdhrlichen Durchschnitt um 3,6% bei gleichzeitiger Zunahme der Beschdftigung um insgesamt fast sieben Millionen oder 1,3% jdhrlich. Was den Glauben an einen tief greifenden Paradigmenwechsel in der amerikanischen Wirtschaft aber vor allem sch|rte, war die Tatsache, dass bei hohem Wachstum gleichzeitig die Inflationsraten f|r Konsumenten- und Produzentenpreise fielen. Das war f|r viele normalerweise unvorstellbar.

Schnell hatte man die passende Erkldrung parat: Im internationalen Vergleich liege die amerikanische Wirtschaft insbesondere aus zwei Gr|nden weit an der Spitze: Erstens hat sie einen gro_en Vorsprung in der Entwicklung und Anwendung der neuen Informationstechnologie, und zweitens habe das von Wall Street gesetzte Leitbild vom Shareholder Value in Corporate America gesammelte Management-Energien freigesetzt, die zu gr|ndlichen Verbesserungen in den Gewinnen und im Produktionsfortschritt gef|hrt haben.

Shareholder Value |ber alles

Auf eine kurze Formel gebracht: Die ausdr|ckliche Verpflichtung des Managements, unter allen Umstdnden und in erster Linie den Shareholder Value zu maximieren, wird als die wirksamste Methode betrachtet, die Leistung in der Wirtschaft zum Besten der Allgemeinheit zu maximieren. Stichwort und Schlagwort: Corporate Restructuring. Indem sich dieses Leistungsprinzip inzwischen |ber die gesamte amerikanische Wirtschaft ausgebreitet hat, sei letzten Endes der gegenwdrtige, lange wirtschaftliche Aufschwung mit all seinen hervorragenden Eigenschaften zustande gekommen. Aus dieser Sicht werden andere Ldnder inzwischen weitgehend daran gemessen, inwieweit sie die angeblich bewdhrten amerikanischen Methoden |bernommen haben.

Hausse zieht blinden Glauben nach sich

Es passt alles wunderschvn zusammen. Doch vor allem haben wohl die endlosen hohen Kursgewinne an Wall Street f|r eine allgemein hohe Bereitschaft gesorgt, diesen und anderen wohlklingenden Erkldrungen fast blinden Glauben zu schenken. Zu einer ersten Diskussion |ber die Ursachen der Aktienhausse und der gldnzenden Performance der amerikanischen Wirtschaft in den letzten Jahren ist es nie gekommen. Die wenigen kritischen Stimmen, die sich meldeten, wurden nicht widerlegt, sondern einfach |berhvrt. Was spricht gegen diesen Glauben an ein Wirtschaftswunder in Amerika? Erstens die Tatsache, dass die angeblich schl|ssigen Beweise in Wahrheit alles andere als schl|ssig sind, und zweitens die vorliegenden monetdren Daten, die klar und deutlich besagen, dass Herr Greenspan |ber die unmd_igste Kreditinflation prdsidierte, die es je in der Welt gegeben hat. Das ndmlich ist der Stoff, aus dem regelmd_ig Bubbles entstehen.

Bis auf den heutigen Tag ist stets und stdndig zu hvren und zu lesen, eine "asset bubble", also eine Inflationsblase in Finanz- oder Sachanlagen, sei sehr schwer zu erkennen, bevor sie platzt. So Greenspan und viele andere in stdndiger Wiederholung. Das ist einfach eine faule Entschuldigung f|r diejenigen, die nicht sehen wollen. Theoretische Erkenntnis wie geschichtliche Erfahrung geben in dieser Beziehung eine ebenso einfache wie klare Antwort: Entscheidendes Kriterium f|r eine inflatorische Entwicklung jeglicher Art ist die jeweils stattfindende Kreditexpansion, und zwar Kreditexpansion im Vergleich mit zwei volkswirtschaftlichen Aggregaten: erstens dem inldndischen Sparaufkommen und zweitens dem Anstieg des nominalen Sozialprodukts, das die gesamtwirtschaftliche Aktivitdt misst. Noch in den achtziger Jahren gehvrte diese Einsicht zu den Binsenweisheiten in der Nationalvkonomie.

Greenspan |bergeht sinkende Ersparnis

Die Kreditausweitung der letzten Jahre in den USA ist ohne Vergleich und Beispiel in der Geschichte, weil sie von einem vvlligen Kollaps der persvnlichen Ersparnisbildung begleitet war. Es ist zur Norm geworden, dass die privaten Haushalte bestdndig mehr ausgeben, als sie verdienen. Fast ein Drittel des Anstiegs der Konsumausgaben in diesem Jahr ging auf das Konto sinkender Ersparnis. In seinen zahlreichen Reden hat Herr Greenspan nicht einmal auch nur ein einziges Wort |ber die Tatsachen verloren. Zum Vergleich sei bemerkt, dass Japan in seinen Bubble-Jahren der spdten achtziger Jahre eine persvnliche Sparquote von 12 bis 13% hatte, nach vorher 15 bis 16%.

Ein nicht weniger tolles Bild bietet sich beim Vergleich der laufenden Kreditexpansion mit dem gleichzeitigen Anstieg des nominalen Sozialprodukts. Dieses stieg im vergangenen Jahr um 400 Mrd. Dollar und in der ersten Hdlfte dieses Jahres um 200 Mrd. Dollar. Dem stand eine Kreditaufnahme des privaten nicht-finanziellen Sektors, also von Konsumenten und Unternehmen zusammen, von 995 Mrd. Dollar beziehungsweise 532 Mrd. Dollar gegen|ber. Auf einen Dollar Anstieg des Sozialprodukts kam von deren Seite damit rund 2,5 Dollar Neuverschuldung. Wohlgemerkt, dies ist alles private Verschuldung, denn die Regierung macht in ihrem Haushalt einen \berschuss.

Schuldenberge gebdren Blasen

Daneben ist aber die explosionsartig zunehmende Kreditaufnahme eines dritten Sektors in Betracht zu ziehen, und zwar des Finanzsektors. Er borgte im vergangenen Jahr 1,068 Mrd. Dollar und 557 Mrd. in der ersten Hdlfte dieses Jahres. Das ergibt in der Terminologie des Federal Reserve "net flows through the credit markets" von 2120 Mrd. Dollar im Jahre 1998 und von 1080 Mrd. Dollar in der ersten Hdlfte des Jahres. (Nebenbei bemerkt, die j|ngsten Zahlen sind nicht auf Jahresrate hochgerechnet).

Um die Brisanz der Inflationsblase in den amerikanischen Finanzmdrkten zu verstehen, ist es notwenig, sich die Brisanz der Schuldenblase vor Augen zu f|hren, aus der jede Bubble letztlich hervorgeht. In den vergangenen viereinhalb Jahren bis Mitte 1999 hat die Neuverschuldung in den amerikanischen Kreditmdrkten insgesamt um mehr als 7200 Mrd. Dollar oder um 40% auf 24428 Mrd. Dollar zugenommen. Das sind 363% des derzeitigen jdhrlichen Sozialprodukts. Von dieser Gesamtverschuldung entfielen 25% auf die privaten Haushalte, 24% auf Unternehmen, 15% auf die Regierung und 29% auf den finanziellen Sektor.

Im R|ckblick erscheint es sonnenklar, dass das amerikanischen Kreditsystem vor allem von 1997 auf 1998 vollkommen au_er Kontrolle geraten ist. Die Neuverschuldung des privaten nicht-finanziellen Sektors, also der Konsumenten und Unternehmen, schnellte von einem Jahr zum anderen um 41% und die des finanziellen Sektors um sage und schreibe 64% in die Hvhe. Obwohl dies wirklich ein ungeheuerlicher Sprung war, nahm ihn niemand zur Kenntnis, denn Kreditzahlen sind f|r Alan Greenspan und Wall Street grundsdtzlich ohne Interesse. Das einzige, was sie im monetdren Bereich aber auch nur gelegentlich beachten, sind die Geldmengen. Immerhin beschleunigte sich das Wachstum der Geldmenge M3 auf 11%, nach 9% im Vorjahr. Doch auch das erschien irrelevant angesichts sinkender Inflationsraten.

F|r die meisten ausldndischen Betrachter ist es ein Rdtsel, was die explosionsartige Zunahme der Kreditaufnahme des finanziellen Sektors in den USA zu bedeuten hat. Es handelt sich in der Hauptsache um so genannte "non-bank financial intermediaries", die sekurisierte Hypotheken und alle Arten von Konsumkrediten kaufen und finanzieren. Die Verbindlichkeiten der grv_ten Institute in dieser Gruppe sind "Federal government-related" und genie_en infolgedessen Staatsgarantie, die ihre Refinanzierung erleichtert und verbilligt. Hauptsdchliche Refinanzierungsquelle sind der amerikanische und der internationale Geldmarkt, die sie mit verschiedenartigen kurz- und mittelfristigen Instrumenten anzapfen. Letztlich wurden sie zur unerschvpflichen Quelle f|r den unersdttlichen Konsumkredit.

Kaum jemandem scheint klar zu sein, dass sich hier inflatorische Kreditschvpfung reinsten Wassers in phantastischen Ausma_en abspielt. Im Unterschied aber zur Kreditgewdhrung der Banken findet in diesem Falle keinerlei Geldschvpfung in Gestalt einer gleichzeitigen Vermehrung der Bankeinlagen, sondern eine Beschleunigung der Geldumlaufsgeschwindigkeit statt. Was diese Institute |ber die Geldmdrkte von ihren Kreditgebern ausleihen, um damit Kreditpapiere zu kaufen, sind letzten Endes bestehende Bankeinlagen, das hei_t bestehende Kassenbestdnde von Unternehmen und institutionellen Anlegern. Die unsichtbare monetdre Expansionswirkung findet durch schnelleren Umschlag der Einlagen statt.

Man f|hre sich vor Augen, dass die Kdufe dieser Institute von "sekuritisierten" Krediten von 550 Mrd. Dollar im Jahre 1996 auf mehr als 1000 Mrd. Dollar im Jahre 1998 zugenommen haben. Diese Summen, um nicht zu sagen Unsummen, lassen keinen Zweifel daran, dass diese Institute bei der Bildung der gro_en amerikanischen Kredit- und Finanzblase in den letzten beiden Jahren direkt und indirekt eine absolut entscheidende Rolle gespielt haben.

Kreditpyramide f|hrt zu Illiquiditdt

Eine der Folgen dieser Entwicklung ist nat|rlich, dass Kreditschvpfung und Geldschvpfung in den USA wie nie zuvor auseinander klaffen. In der Wirkung auf Wirtschaft und Mdrkte besteht keinerlei Unterschied zur Kreditschvpfung der Banken, die mit Geldvermehrung verbunden ist. Wohl aber wird das Finanzsystem auf ldngere Sicht zwangsldufig illiquider, indem im Verhdltnis zur Geldmenge eine immer grv_ere Kreditpyramide entsteht. Ebenso sollte klar sein, dass die Bewegungen der Geldmengen unter diesen verdnderten institutionellen Bedingungen ein vvllig unzuldnglicher Ma_stab f|r die Geldpolitik geworden sind.

Womit wir zur wichtigsten Frage |berhaupt in diesem Zusammenhang kommen: Was genau war und ist die entscheidende treibende Kraft hinter dem langen Boom der amerikanischen Wirtschaft und der st|rmischen Hausse des Aktienmarktes gewesen? War es die Kreditblase, die wir beschrieben haben? Oder ist es der ber|hmte Paradigmenwechsel in der Wirtschaft als Folge von High Tech und Corporate Restructuring, den Wall Street und Herr Greenspan beschwvren? Halten wir als erstes nochmals fest: Die Kreditexpansion, die in den letzten Jahren in den USA stattgefunden hat, ist ohne Beispiel in der Geschichte. Sie stellt alle bisherigen Bubble-Erfahrungen in den Schatten. Ebenfalls einmalig in der Geschichte ist es, dass alle Welt, nicht nur unabhdngige Beobachter und Kommentatoren, sondern vor allem auch die verantwortlichen Geldpolitiker, |ber die entfesselten Kreditfluten einfach hinwegsehen. Sie werden nicht einmal zur Kenntnis genommen.

Dazu sei festgestellt, dass sich die Fed in den zwanziger Jahren |ber den haussierenden Aktienmarkt bereits anfangs 1928 Sorgen zu machen begann und von da an bem|ht war, ihn durch Zinserhvhungen fr|hzeitig zu bremsen. Erst recht aber wdre in der damaligen Fed niemand auf die Idee gekommen, die Aktienhausse gar mit den gro_en Errungenschaften der industriellen Revolution zu rechtfertigen, wie Greenspan es immer wieder mit Bezug auf Computer- und Informationstechnologie getan hat. Wall Street schwdrmte zwar von einer neuen Dra, niemand aber in der Fed. Dabei erzielte die Industrie mit einer damaligen neuen Technologie, die primdr die Produktionsanlagen verbesserte, ungleich hvhere, messbare Produktivitdtsgewinne als es heute mit der neuen Informationstechnologie geschieht.

Kein Verstdndnis f|r Mises und Hajek

Die Meinungsverschiedenheiten |ber die wirtschaftliche und finanzielle Entwicklung in den USA gehen letztlich jedoch weit |ber die Frage hinaus, ob die Aktienhausse der letzten Jahre eine inflatorische Bubble darstellt oder aber einen tief greifenden Paradigmenwechsel in der Wirtschaft widerspiegelt. Anhaltende, grv_ere Inflationsblasen in den Sach- und Finanzanlagen haben erfahrungsgemd_ die unangenehme Eigenschaft, dass sie je nach Dauer und Ausma_ mehr oder weniger starke Verwerfungen in der ganzen Wirtschaft bewirken, die langwierige und schmerzvolle Anpassungsprozesse nach sich ziehen, nachdem die Bubble geplatzt ist.

Das ist allerdings eine Erkenntnis der Vsterreichischen Schule (Mises, Hayek), wof|r die gro_e Mehrheit der amerikanischen Nationalvkonomen kein Verstdndnis hat. In der gdngigen amerikanischen Wirtschaftsgeschichte hatte die Depression der drei_iger Jahre absolut nichts mit den wirtschaftlichen und finanziellen Ausw|chsen der spdten achtziger Jahre zu tun. Schuld war allein eine zu restriktive Geldpolitik der Fed, nachdem die Aktienblase geplatzt war. Im gleichen Sinne werden die anhaltenden wirtschaftlichen Schwierigkeiten in Japan allein einer falschen Geldpolitik in der Gegenwart, nicht aber den wirtschaftlichen und finanziellen Ausw|chsen und Verzerrungen aus den vorangegangenen Bubble-Jahren zugeschrieben.

BoJ mit selben Trivialitdten bombardiert

F|r diesen Gedanken, f|r einen neuen wirtschaftlichen Aufschwung kvnne es zuerst eines mvglicherweise langwierigen und schmerzvollen Anpassungsprozesses bed|rfen, haben in Amerika weder Politiker noch Nationalvkonomen etwas |brig. Jede wirtschaftliche Stockung ist ihrer Ansicht nach leicht und schnell zu beheben, indem die Notenbank einfach "Geld druckt". Das einzige, was ihnen dabei in den Sinn kommt, sind massive Offenmarkt-Kdufe der Notenbank von Staatspapieren. Mit dieser simplizistischen Forderung wird die japanische Notenbank von ma_gebenden amerikanischen Nationalvkonomen seit Monaten bombardiert.

Dummes Zeug

Zur|ck zur Ausgangsfrage: Bubble oder neue Dra in den USA? Wie gesagt, die |bliche Behauptung, eine Anlagen-Bubble sei schwer zu erkennen, bevor sie platzt, ist dummes Zeug. Entscheidendes und spielend leicht erkennbares Kriterium ist, wie gesagt, die jeweils laufende Kreditexpansion. Typisches, ins Auge springendes Kennzeichen jeder Inflationsblase in Sach- oder Finanzanlagen ist eine Kreditexpansion, die das Sozialproduktwachstum deutlich |bersteigt. Es mag manchmal Grenzfdlle geben, aber die gegenwdrtige Entwicklung in den USA ist kein Grenzfall, sondern der extremste Fall, den es in dieser Hinsicht je gegeben hat, womit die Aktienhausse der vergangenen Jahre als besonders schlimme Inflationsblase oder Bubble qualifiziert ist.

Aber solche Bubbles finden nicht im luftleeren Raum statt. Wie gesagt, in aller Regel f|hrt die inflatorische Kreditvermehrung direkt und indirekt zu mehr oder weniger starken Verzerrungen in den Strukturen der Wirtschaft. Aus der "asset bubble" wird auf diese Weise die "bubble economy". Im Falle Japans bewirkte die Bubble der spdten achtziger Jahre im Aktien- und Immobilienmarkt einen Investitionsboom ohnegleichen in Industrieanlagen und kommerziellen Bauten. Selbst nach zehn Jahren haben die japanischen Unternehmen noch mit den damaligen massiven Fehl- und \berinvestitionen zu kdmpfen. Von vvllig anderer Art sind die Bubble-Auswirkungen der vergangenen Jahre auf die Wirtschaft in den USA. Auf dem Weg |ber die gewaltigen "wealth effects" des haussierenden Aktienmarktes zugunsten der privaten Haushalte ist vor allem der Konsum |berstimuliert worden, |brigens dhnlich wie schon in den zwanziger Jahren, als in den USA der Konsumkredit erfunden wurde.

Wahrzeichen Handelsbilanzdefizit

Doch Herr Greenspan und die meisten amerikanischen Volkswirte sind au_er Stande, in der ma_losen Kreditvermehrung, dem Zusammenbruch der privaten Ersparnisbildung sowie dem explodierenden Handelsbilanzdefizit bedenkliche Ungleichgewichte zu sehen, die auf die Dauer nicht haltbar sind. Das riesige Defizit im Au_enhandel wird ganz im Gegenteil als das Wahrzeichen einer vor Kraft strotzenden Wirtschaft gesehen und hingestellt. Handelsbilanz|bersch|sse werden verdchtlich als Zeichen wirtschaftlicher Schwdche abgetan. Dass Volkswirtschaften mit starkem Wachstum dank hoher innerer Ersparnisbildung in der Regel starke Handels- und Zahlungsbilanzen aufweisen, ist ihnen vvllig unbekannt.

Beispielloses Nebeneinander

Um es zu wiederholen und zu unterstreichen: Amerika ist der extremste Fall von "asset bubble" und "bubble economy", den es je gegeben hat. Das hat seinen Grund in dem beispiellosen Nebeneinander von vvllig unkontrollierter Kreditexpansion und vvlligem Zusammenbruch privater Ersparnisbildung. Es bedeutet, dass die amerikanischen Mdrkte letztlich von zwei ungewvhnlichen und unsicheren Finanzierungsquellen abhdngen. Das eine ist pures finanzielles Leverage, also kreditfinanzierte Anlagen, und das andere sind Auslandskdufe. Wobei das finanzielle Leverage bekanntlich in gro_em Umfang durch Refinanzierung in niedrig verzinslichen ausldndischen Wdhrungen stattgefunden hat, in Yen, Euro und Schweizer Franken. Hat die amerikanische Wirtschaft aber in puncto Ertragskraft und Produktivitdt erheblich gewonnen, wie Wall Street unter Berufung auf Hightech und Shareholder-Value-Primat zu behaupten pflegt? Dar|ber muss es doch objektive und unbestreitbare Statistiken geben. Ja, es gibt sie, aber ...

Gewinnentwicklung gibt nichts her

Was die Gewinne betrifft, so haben es die Analysten geschafft, mit verschiedenen Vergleichskniffen den anhaltenden Eindruck eines besonderen Gewinnbooms in diesem Aufschwung zu erwecken. In der Tat war dies in den Jahren 1993/94 der Fall, nicht aber aus Gr|nden erhvhten Produktivitdtsfortschritts, sondern als Folge scharfer Zinssenkungen. In den folgenden Jahren setzte sich der Gewinnanstieg zwar fort, aber mit stark r|ckldufiger Tendenz. Vom 3. Quartal 1997 bis zum 1. Quartal 1999 herrschte dann Gewinnstagnation. Erst im zweiten Quartal dieses Jahres kam es zu neuem Gewinnanstieg (siehe Chart 1 und 2).

Kurz gesagt, in der Gewinnentwicklung der vergangenen Jahre gibt es nichts, absolut nichts, was zu euphorischem Gerede von Paradigmenwechsel und neuer Dra in der Wirtschaft berechtigt. Eher haben sich die Gewinne in diesem Aufschwung unterdurchschnittlich entwickelt, obwohl zwei au_ergewvhnliche, stark Gewinn steigernde Einfl|sse zur Wirkung kamen: massive Verwendung von Stock Options und hohe Kursgewinne der Pensionsfonds im Aktienmarkt.

Stock-Options 1 Billion Dollar schwer

Es wird geschdtzt, dass die ausstehenden Stock-Options heute einen Marktwert von etwa einer Billion Dollar haben. Im Grunde sind es Gehaltszahlungen, die aber nicht als Kosten in die Gewinn-und-Verlust- Rechnung eingehen. Was sodann die Kursgewinne der Pensionsfonds betrifft, so haben sie die Unternehmensgewinne dadurch erhvht, indem sie den Unternehmen die sonst notwendigen erheblichen Einzahlungen zur Fundierung der Pensionsverpflichtungen ersparen. Nicht wenige Unternehmen gehen allerdings noch weiter und kassieren einen Teil der Kursgewinne f|r eigene Rechnung.

Manipulation ist oberste Pflicht

Im \brigen ist es ein offenes Geheimnis, dass zahlreiche Unternehmen jeden Buchhaltungstrick ausnutzen, um ihre Gewinne zu verschvnern. Entscheidend war letztlich eine Umstellung in der Statistischen Bemessung der Computerinvestitionen der Unternehmen. Da die Leistungskraft der Computer bei zudem rapide fallenden Preisen exponentiell zunahm, kamen die amtlichen Statistiker auf den Gedanken, f|r die Bemessung dieser Investitionen einen Index zu entwickeln, der die beiden Vorgdnge im Computerbereich - hvhere Leistung zu sinkenden Preisen - erfassen und widerspiegeln sollte. Er fand die Bezeichnung "hedonischer" Preisindex.

Dieser Index wird nun seit Ende 1955 angewendet. Es waren sicherlich vern|nftige \berlegungen, die zu dieser Umstellung in der gesamtwirtschaftlichen Statistik f|hrten, aber das schlie_liche Ergebnis ist grotesk. Mit der Leistungskraft der Computer explodierten - in der Statistik - die Investitionen der Unternehmen, was dann seinerseits in entsprechendem Ausma_ das reale Sozialproduktwachstum erhvhte. Dazu eine Kostprobe: Im vergangenen Jahr erhvhte sich das reale Sozialprodukt der USA - gerechnet in so genannten "chained" Dollars - um 282 Mrd. Dollar beziehungsweise um 3,9%. Alle Welt bestaunte diese hohe Wachstumsrate. Den wenigsten war klar, dass davon 137 Mrd. Dollar oder 48% auf das Konto der auf diese Weise berechneten Computerinvestitionen der Unternehmen gingen. Die tatsdchlichen Mehrausgaben der Unternehmen hatten dagegen lediglich 14 Mrd. Dollar betragen. Im ersten Halbjahr 1999 kam der Computeranteil auf volle 81 Mrd. Dollar oder 65% innerhalb eines Sozialproduktzuwachses von 125 Mrd. Dollar. Glatte zwei Drittel des Anstiegs des Sozialprodukts errechnete sich aus Ausgaben, die nicht stattgefunden haben. Indeed this in the years 1993/94 the case, not however for reasons of increased productivity progress, was but as consequence of sharp reductions of the rate of interest. In the following years the gain rise continued, but with strongly declining tendency. Of the 3. Quarter 1997 up to the 1. Quarter 1999 prevailed then to winning agnation. Only in the second quarter this yearly came it to new gain rise (see Chart 1 and 2).

Briefly said, in the gain development of the passed years there is nothing, absolutely nothing that to euphoric gossip of paradigm change and new era in the economy entitled. Rather the gains in this upswing developed below average, although two unusual came, strongly gain increasing influences to the effect: substantial use of stick option and high profits on exchange of the pension funds in the stock market.

Stock option 1 trillion dollar heavily

It becomes estimated that the pending stick options have today a market value of approximately one trillion dollar. In the reason there is salary payments, which however not when costs enter gain and loss calculation. Which concerns then the profits on exchange of the pension funds, then they increased the unternehmensgewinne thereby by saving the otherwise necessary substantial deposits to the enterprises for founding the pension obligations. Not few enterprises however still continue and to take the money a part of the profits on exchange for own calculation.

Manipulation is highest obligation

In all other respects it is an open secret that numerous enterprises use each bookkeeping trick, in order to adorn their gains. To the few, which criticize this openly, Warren Buffet, of America usually-admired investor, belongs who expressed itself as follows recently: " an increasing number otherwise high-grade manager - whom one would see gladly as a father of its children or as a trustee of its deduction - come the desires of Wall Street are to be satisfied to the opinion that it is completely legitimate to manipulate the gains in order. Many managers regard such manipulations indeed not only for admissible, but as their obligation. " It should be clear, which is in the long run behind this strange adjustment: the general obsession in relation to the avowed necessity to increase the Shareholder VALUE incessantly.

And which has it with the much praised increase of the productivity progress in the American economy on itself? Jawohl, it doubled themselves in the last years practically, from 1% on well 2% annually. Without much to ask this improvement was charged to the strengthened computer application and naturally the Corporate Restructuring accessing around itself from the beginning.

Computers falsify statistics

In the reality this improvement of the productivity had a quite different one, a purely statistical reason. Crucial in the long run a conversion was in the statistical calculation of the computer investments of the enterprises. Since the leistungskraft of the computers with besides rapidly falling prices exponentially increased, the official statisticians came on the thought to develop for the calculation of these investments an index which should enter and reflect the two processes within the computer area - higher performance at sinking prices -. He found the designation " hedonischer " price index.

His index is applied now since at the end of of 1955. Were surely reasonable considerations, which led to this conversion in the overall economic statistics, but the schliessliche result is grotesque. With the leistungskraft of the computers exploded - in the statistics - which investments of the enterprises, which increased real national product growth then for his part in appropriate extent. In addition a sample: In the passed year the real national product of the USA - counted in " chained " dollars so mentioned - increased by 282 billion dollar or by 3,9%. All world admired this high growth rate. The few it was clear that of it 137 billion dollar or 48% went on the account of the in this way calculated computer investments of the enterprises. Actual additional costs of the enterprises had amounted to against it only 14 billion dollar. In the first half-year 1999 the computer proportion came on full 81 billion. Dollar or 65% within a national product increase of 125 billion dollar. Smooth two thirds of the rise of the national product was calculated by outputs, which did not take place. In the reason there is statistical phantom dollars.

But inevitably these statistical conversions had still another further important consequence. By increasing national product growth, equally the overall economic productivity progress rose. Since the American national product statistics proves the computer investments of the enterprises separately, everyone could however with ease check that the productivity improvement proven for the national economy not predominantly decreases/goes back in reality to enormous productivity branches in the computer sector, to which even 1% of the national product in the USA is allotted, was called in the long run to mentioned statistical conversion. Who however had an interest to put this openly? Nobody, unfortunately would have disproved it the only reference point for the paradigm change in the American economy.

Nevertheless, some months ago a prominent academic expert in productivity questions published, Prof. Robert J. Gordon, Northwestern University, a more global study of exactly this question - with destroying judgement over the alleged large manufacturing profits in the new era.

Destroying judgement to the productivity

The study culminated in the statement, which picture of the economic development of the USA distorted by the special type of the statistical entry of the computer sector completely. In the 99% of the economy outside of the computer industry no productivity improvement took place, so that for a " new economy" revolution does not remain the smallest space. The explosion in the production and use of computers did not have any measurable productivity effects outside of the computer industry, which is allotted to 1% of the national product. In the opposite otherwise productivity growth slowed down rather somewhat. Literally: " When stripped OF of computer, the productivity performance OF the durable manufacturing sector is abysmal, with NO revival RK all and a slowdown in 1955-99 compared to of 1970-95. "

This destroying judgement of Professor Gordon explains some, in particular the disappointing gain development. The question forces itself upon at the same time: Where is the boom actually, if the blown up computer numbers were not? For 99% a real growth of scarcely 2% would remain to the economy annually. A more than lean result, if one considers the enormous credit blister. Although, the boom exists, but it takes place evenly to a large extent outside of the national product in the system markets: in the stock market, in the loan market, in the property market, while from the consumer boom in question the larger section flows off in the meantime by the giant hole in the commercial balance sheet abroad.

Bubble or new era? Over the response to this question no doubt can exist after these remarks. The revolution in the American economy did not take place, neither by the information technology nor by the Shareholder VALUE Primat. And it will also never take place, because both are not suitable from their nature for it. The printing to prove incessantly higher gains pushes the enterprises particularly to cost lowerings, this however at the expense of new investments, and leads altogether to sinking gains.

New technology unfortunately only miracle

And which is with the Prosperitaet, which are to bring the new technology out? It is a technical miracle, without creating question, only unfortunately a miracle, which does not possess the necessary characteristics, from this an economic miracle. A comparison with the economic effects of the industriellen technology makes this clear and clear. The industrielle technology had very strong productivity effects, which set workers free. But from work and large new capital goods industries, which gave humans other one, new work, developed for capital-intensive production of the systems and machines of this technology. It was a marvelous interaction of division of labor and capital formation, which brought the large Prosperitaet out of the industriellen of age.

Excessive consumer indebtedness

Nothing of it applies to the information technology. Also it sets free workers. But the production of the Hightech equipment is connected with minimum work and material employment. Hightech is excellently suitable to energize the fantasy of the share investors however completely unsuitable to increase the outputting and income stream in the economy. Neither new technologies nor Shareholder VALUE Primat advanced the American economy in the last years, but it was a quite primitive prescription:excessive consumer indebtedness.[END]
