O.T. Martial Law signs?

I was traveling through Mobile Alabama and Dallas Texas recently and saw signs attached to the interstate signs. They were black lettered HC with a green circle around it, all on a white square sign. Around Dallas they were only on Interstate 635 signs around the city. Does anyone know what they are or have you seen them anywhere else? Have never seen them before and thought them strange. Do they stand for Hurricane? Do they stand for Hold and Contain?

H C = Hazardous Cargo. People hauling Hazardous cargo must use special routes.

Hold and Contain?? One dealer in One day in the Midwest does 9 MILLION rounds .223. Some people just aren't going to their local CONCENTRATION CAMP.

They stand for Hazardous Cargo and are usually put there to guide the carriers of the stuff around cities rather than through them.

If there are circles and slashes through them they are to indicatre that THROUGH HAZARDOUS CARGO CARRIERS must not use that route.

Cops know what appaling casualty numbers they'd take trying to disarm and incarcerate the masses,they're not likely to try.Also,there are not many active duty troops compared to bubba and his deer rifle.We are,through our national love of hunting sports,a nation of snipers.Joe Blow can reach a long way with his trusty .308 hunting rifle. Martial law could eaisily exist at voluntary internment camps/food distribution centers,where people would have to surrender thier god given rights to self defence in exchange for rice and beans they could have purchased in 1999 for a much less terrible price.

the strangest interstate signs that I see are in the city limits on the ramps. they are small rectangular blue and white signs that tell which ramp you are on. Now remember you are ALREADY ON the ramp, and there will be up to 8 signs, maybe 25-50 yards apart saying the same thing! The ramps from one interstate to another have an added "CD" (civil defense?) IE: I-75 to I-65 CD. Remember, as many as 8 on each ramp. They are small enough that if you're not looking for them, you probably don't notice. When you do notice tham, you are amazed that you hadn't noticed them before. They're everywhere!!!! Also, they are so small (maybe 6" wide x 18" high) that it is difficult to drive and read them. Also in the cities there are now blue and white mile markers in the middle of the interstates in 1/5 mile increments. You don't need this to call in your location when you have an accident in the city. There are plenty of other buildings/markers/etc. to give directions, and with cell phones out the whazoo mile markers in 1/5 of mile increments are rediculous.
