Matrix by CA/gov

Http://www.oes.ca.gov...this is the Office of Emergency Services for the State of CA. They used to have a link to a y2k matrix, but now you have to go to search and put in the word "nuclear". Select the matrix. Strongly noted that the matrix shows what would happen if nothing was fixed...

After you check out that you might select "Hot Legistlation List" (search for "nuclear" again) and go to the Federal Legistlation list. (I guess this legistlation affects the OES.) Will someone please check out S. 2077 and share their thoughts with me on the following: "TITLE I-STRATEGIC PLANNING, SEC. 101 FORCE STRUCTURE, (b) (1) ...for meeting threats to the national security that are considered probable for the six fiscal years beginning with fiscal year 2000." I'm having a tough time putting that one into a proper perspective.

Yes, it is a bit hard to decipher the way they word these things. Looks like they plan to beef up the Guard so that they will be capable of handling expected terrorist activity. Guess they figure they can save money by giving the Reserve troops the same capabilities as regular Army. That way, instead of having to recruit more full time soldiers, they can just have the Guard guys on standby, and only pay them when they are called to action.

This would be a good one to ask "SSG Ken LaVine (klavine@tco.net)" about, if you can find him. He has been in the California Guard for 15 years, and may have some idea what kind of restructuring the gubmint is planning. You could create a new post paging him by name and probably get your answer faster.

I've read "Department of Defense Plan for Integrating National Guard and Reserve Component Support for Response to Attacks Using Weapons of Mass Destruction" prepared by DoD Tiger Team January, 1998...trying to get a grasp on time frame...but, I guess that is beside the point now...47 days...http://www.defenselink.mil/pubs/wmdresponse/
