If you are going to do it right, break into a couple of ISP's, drop a sniffer on the net and in a week exploit what you have to break into a dozen more. By the end of a month you might have 200 may be 300 servers in your control. Then start spamming with keywords... and you got a near certainty of going to prison for a long long time. Really though the people that can do that are making too much money keeping it quiet to actually ever tip their hands.

If they can't catch the ones that did Justice and the FBI, what makes you think they have any real control over the net?
