What are good setings to use that will produce good quality vcds when encoding with Lsx encoder?

LSX automatically sets the main parameters to comply with the whitebook after that it really is a trial & error process and your own subjective impression of quality. I use the standard settings determined by LSX and encode at the slowest setting.

The quality of the input also has an effect on the output. An uncompressed avi is better than one which is compressed but that takes a lot of drive space.
