Weather warfare or environmental modification was a "brainchild" of the 60's and I'm sure is still being tinkered with by some remote layer of our government! Congressional hearings were held during the Vietnam War after cloud seeding attempts to hinder movement of enemy resupply along the Ho Chi Minh Trail, went a little wrong and instead flooded our own troops. Attempts to steer hurricanes have been made. Producing one is another story. The dream was to throw one at an enemy Navy in port to produce an untraceable Pearl Harbor. Or rob another country of its' rainfall! I don't think any tinkering was involved with Floyd, but the sudden and drastic last second turn sparing south Florida and Cape Canaveral does make one wonder.....
