Dear friends,

Well, it's about a half hour (CST) into the federal government's Year 2000 Transition Period.

As you may remember, this article in Federal Computer Weekly mentioned that during this period, requests for help from military bases on behalf of civilians generally will require clearance from headquarters. And as of this date, the military has locked up its storehouses, the article says the new orders state that all requests from civilian authorities for logistical supplies are to be denied.

DOD: You're on your own

Well, I went looking to see if I could find an on-line text of the full order, and found something very interesting.

This next page has a list of the 16 major army commands. All but one are accessible by us civilians. The one that we are locked out of is: Military Assistance to Civil Authorities.

I went to the major army commands and landed in one that said only authorized persons were allowed, this is another site that was closed off.

As for "DOD - You're on your own", I have a different read on it.

"Local commanders can only engage in "unilateral emergency actions that involve the saving of lives, prevent great human suffering or mitigate great property damage, only when time does not permit approval by higher authorities," according to the Navy contingency plan."

To me that doesn't sound like the DoD is saying it will stay out of cililian control.. it sounds like it is pointing out to the comanders where the GIANT loophole is, and how they are to "word" their response when action is taken.

Funny thing happened last night. I was searching for text of EO 12919 on several sites and came up with nothing. Any links would be appreciated. Did you know that Clinton has issued almost 300 executive orders since taking office, and the contents of several of these have never been disclosed? I don't even think we can imagine what this guy is capable of...
