I audit files and notice that most brokers do not give a Fair Lending Dislcosure, and we seem to only disclose if the loan is in California, and shouldnt there be an address to complain about for each state specifically.

I agree. I ran into the same situation, what I've done is to alter the california disclosure (california regulators are more demanding than other states)and made it applicable to all states.
