I believe if you go to the IRS site, it might be there re the guns as it is a public government record on the IRS budget for 1999 and beyond. You can also check www.sightings.com archive as it was posted there as well. That article (sorry, didn't save it) also struck me as VERY odd.

The contracts with Remington and Sigarms, Inc. are "indefinite date, indefinite quantity" (IDIQ) contracts. This type of contract allows an agency to establish a procurement relationship with a vendor to simplify acquisitions that will be made over a period of five years. Forecasting the needs for a five-year contract that may be used by numerous law enforcement agencies is difficult; therefore, the contract amounts are set at high-end estimates. This is done to eliminate the need to revise the contracts in the future.

In these contracts with Remington and Sigarms, since both of these weapons are the standard weapons used by Federal law enforcement agencies, an additional amount was added to the contract ceiling to enable other Federal law enforcement agencies such as the Drug Enforcement Administration and the United States Secret Service to use the contract. This simplifies the paperwork burden for both the vendor and the other agencies.

The Internal Revenue Service never had any intention of purchasing weapons up to the contract ceiling. In fact over the life of these contracts, the Internal Revenue Service has expended $363,599.25 on the 5-year handgun contract and $79,465.75 on the shotgun contract.

During the past 5-year period, the IRS staffing level of special agents has averaged 3,200. During the same time period, approximately 600 handguns were purchased as a result of the need to replace or retire old or unsafe weapons or to equip new special agents.

The IRS is charged with the responsibility to enforce selected criminal provisions of Titles 18, 26 and 31 of the United States Code. Their authority as law enforcement officers is contained in United States Code Title 26 Section 7608.

These numbers don't sound all that unreasonable to me. And according to that site, this is old news.
