What else can we do?

What else can we do to combat the crack-dealing problem, besides what's already happening? (Extra police, community crime prevention, pressure on provincial government to decentralize drug treatment, pressure on federal government to speed up refugee reviews.)

Longer-term, I think it'd make sense to try to decrease demand for drugs, through (a) drug treatment programs and (b) drug education programs. For example, the Hyperreal Drugs Archive has information on the effects of crack cocaine at http://www.hyperreal.org/drugs/stimulants/crack.info.
