The reason the census directions say to not count relatives that are
at college, institutions, incarcerated, etc. is because they count
the census at those institutions separately and they don't want
people double counted. My geneology research has included trying to
find by grandfather in an orphanage. I had to go to that orphanage
to look for his name in their census. I also have a relative who was
in an institution for the blind. That is where I have to look for
them in my search. This would be the case for prisons, etc. It's
not that your relatives won't be able to find family members, they
will just have to find them in the place they were living at the time
of the census.
