I think what most of us are interested in is trying to keep the playing field as level as possible.

Perhaps the best thing would be for anyone using a special "power up" function that involves particular button/joystick combinations being required on start-up or after inserting coin and before starting the game to include a readme.txt file with their inp explaining how to achieve that power-up so everyone else who want's to compete with them knows how to achieve the same power-up to keep the competition fair.
