Economic decision: Mac v. PC, does PC DV-editing work?

I am a newbie though technically competent looking to edit Mini-DV at home, just family stuff for fun. I face the Mac-PC question. Given that PCs are cheaper, PC peripherals are cheaper, and all my files now are on an old PC, should I purchase a nice new P4 with IEEE and a DVD-RW et al or should I spend the extra $400-$800 for an iMac with a SuperDrive? Can you really edit DV on a PC and create DVDs, or is that still just wishful thinking?
