I would just go with what the Ilford people say:

D76 straight 9:30 minutes at 20 degrees C

D76 1:1 13 minutes at 20 degrees C

You don't mention Microphen (Ilford), but that is what I'd really use.

I'm not in to the aesthetics of grain, but on an 8x10 you would probably be pressed to see much of a difference from normal development at 400.

I've tried hard to like HP5+. I used to be fond of HP4 and got really nice results. I can't seem to get the same from HP5+ in normal conditions. In low-light conditions it works for me just fine. In normal conditions I just can't get the contrast I like.
