Based on my understanding of Tzu Chi, its belief is based on faith of Mahayana Buddhism with particular focus on compassion aspect of bodhisattvas.(posted 8320 days ago)However, Tzu Chi's relief/charity work is unconditional and without differentiations on nationalities, races and religions as can be seen in many cases of international relief work. (e.g. earthquake in Turkey and India)
